How important is the luxury packaging affecting the brand images?

What paper products are included? Part 2 – Tissue Paper

Anti-dumping is reviewed every year by the Department of Commerce during the anniversary month of its publication. This is related to countervailing duty order, finding/ suspended investigation.

Products that include tissue paper has to be cut-to-length sheets weighting 29 grams/ square meter maximum. Tissues paper products in this situation can be bleached, dye-colored, surface-colored, glazed, surface decorated, glazed, surface decorated. Tissue paper products can also be printed, sequined, crinkled, embossed, and die cut. However, tissue paper product in the situation can also be not bleached, not dye-colored, not glazed, etc.

Tissue papers in anti-dumping is cut-to-length greater/ equal to 0.5 inches. The tissue paper can be flat, folded, and packaged by being wrapped with paper. In order for this to work, the tissue paper would be placed in plastic/ film bags placed into boxes during the distribution to the consumer’s hand. Packages with tissue paper can only have tissue paper with one color or style and can have multiple colors plus styles at the same time.

The tissue paper subject to this order is in the form of cut-to-length sheets of tissue paper with a width equal to or greater than one-half (0.5) inch. Subject tissue paper may be flat or folded, and may be packaged by banding or wrapping with paper or film, by placing in plastic or film bags, and/or by placing in boxes for distribution and use by the ultimate consumer. Packages of tissue paper subject to this order may consist solely of tissue paper of one color and/or style, or may contain multiple colors and/or styles.

What is Anti-dumping and What paper products are included? (Part 1 – Notebook)

Anti-dumping happens when a manufacturer from out of the United States sells goods in the U.S. less than its actual value. This leads to decrease in sales for industries in the United States. Anti-dumping in companies are very in dept with its duty calculations. The duties are calculated with a purpose to build back the breaks into fair market values.

Many lined paper products are included in anti-dumping, such as school supplies, notebooks, and notepads. However, labeling products as school supplies or non-school supplies is not describing the composition of the papers.  Some papers have straight horizontal or vertical lines on 10+ paper sheets and there are no minimum page requirements for loose-leaf filler papers. This includes single and muti-subject notebooks, composition books, wireless notebooks, loose-leaf/ glued filler paper, graph paper, and laboratory notebooks.

The smaller dimensions for paper measuring are 6 to 15 inches and for larger dimension is 83/4 to 15 inches. Exclusions from this would be trade marked products, Fly lined paper products, Zipes notebooks, and Five-star Advance and Flex notebooks, etc.

What is HS Code and how are they classified?

HS Code stands for Harmonized Commodity Description and Coding System is a standardized international system that determines products that are traded globally. Traded products are required to have an HS code that matches the Harmonized Tariff Schedule from the country it was imported from.  Without the HS code, products cannot be imported or exported internationally.

The Harmonized System places approximately 5,000 commodity groups into simple six-digit code, which is broken down into 21 Harmonized System sections, 96 Harmonized System chapters, and even thousands of headings. The exceptional chapters are chapter 77, 98, 99 that is limited to national use. The heading tells us the category focused on any chapters.

The sub-headings are the last two digits of the HS Code that is specify in categorizing sub-products. For instance, decaf is “0901.22” and coffee beans are “0901.21” and instant coffee would be under heading 21. The range is very much not the same and this tends to happen with a lot of products. Extra digits are for countries with very specific identifications (with an additional 2-4 digits).

How 301 Tariff is affecting the paper industry:

Section 301 is part of the Trade Act of 1974 where it allows the President to take actions to remove any act, policy, and practice from foreign government with unfair foreign barriers to the U.S. exports. If by any reason the United State Trade Representative seeks an investigation involving Section 301, it must be negotiable with foreign countries with compensation/ getting rid of trade barriers.

One major impact on 301 Tariff affecting the paper industry is the cash flow due to money spent in paying for tariff. The money only gets reimbursed when companies are able to increase prices on clients. Some paper companies are holding onto tariffed inventories longer than expected because of slower sales. Many small private companies in the paper industry are suffering from Section 301 Tariffs from China and trying to stay competitive at the same time.

This is also causing companies in the paper industry to evaluate carefully on how products are being identify and their product designs. For instance, minor changes in paper products design can lead small tariff adjustments and unwanted tariffs.

What is Proposition 65 and Proposition 65’s Testing Requirements:

Proposition 65 makes it mandatory for every business to give warning labels to people in California about exposures to various chemicals that causes cancer, birth defects, and other reproductive harm. This became the law when it was approved in November 1986, when the vote was 63 to 37% rate. Proposition 65 is applicable to every consumer good sold in the state, which means this effect all the domestic manufactures, and its retailers.

Businesses are required to provide a clear warning before exposing others to listed chemicals. The warning signs can be labeled on the consumer product, posted at work places, and newspapers.

Some items that are required for testing are cases for cosmetics, laptops, wallets and organizers. Also clothing, electric products, eyewear/ eyeglasses, food/ food contact products, premium & decorative items. Additionally, jewelry, stationery, journals and planners. What are the Pros and Cons of Soy Based Ink?

Some people are skeptical about the use of soy-based ink, though soy-based ink is being used more often now. There are actually a lot of pros using soy-based ink, one pro is that it is easier to remove from paper, which means the paper will be less damaged when de-inking. Using soy-based ink on color printing results in more vibrant effects. Soy-based ink can also be reusable when mixing black ink with unused color inks.

Another major pro of soy-based ink is that it minimizes the cost and paper waste. Soy-based ink is very beneficial as it is more user friendly on older printing equipment’s. Here, at Gala Deluxe we use non-smell glue with no lead, soy-based ink that is FDA approved (which is perfect for chocolate and other elidable sweets).

Now that we have mentioned the pros of soy-based ink, here comes the con: soy-based ink takes longer to dry which is more likely to increase risk of the ink rubbing off. Soy-based ink for black ink has a slightly higher cost compared to petroleum-based ink. Metals zinc and barium found on the white and red inks can be toxic if it is not removed properly.

Over all, soy-based ink has more pros than cons as it is perfect to use for food packaging and it requires less work to transition from dark to light colored ink when printing. Natural Products Expo 2019

Gala Deluxe attended the annual Natural Products Expo at the Anaheim Convention Center from 3/6-3/8. Gala Deluxe has done various packaging for different chocolate companies. Many people that visited our booth were particularly interested in chocolate packaging. We can help clients with customization on wrappers and designs on chocolate box holder.

We have done some luxury packaging for food related packaging such as candies and macaroon boxes. The macaroon boxes Gala Deluxe designed for Bottega Louie is always an attention grabber whenever we bring them to trade shows. Like Bottega Louie, our chocolate boxes holders are made with the highest amount of care and quality. The macaroon and chocolate box holders can be made from our rigid box that is very sturdy and luxurious.

Gala Deluxe has had extensive work in food packaging; an example of this is in our use of non-scented glue, which has no lead and print with soy-based ink that is FDA approved.
